III. MATERIALS HANDLING AND SPILL PREVENTION <br />Any materials and/or activities that may potentially cause <br />stormwater point -source pollution shall be contained within sealed <br />vessel such as a purpose built tank or surround or a compacted, <br />bermed area capable of containing the volume of fluids plus 10%, <br />stored in the containment facility (CF) area. The CF shall <br />incorporate secondary, and if deemed necessary, tertiary <br />containment measures to protect groundwater and surface water <br />quality. <br />Typical materials and equipment expected located on the mining <br />site include, but are not limited to: Tractor trailers, dumps and <br />haul trucks, tract dozers, front-end loaders, scrapers, water <br />trucks, road graders, wet and dry screening plants, portable <br />conveyors, portable crushers, fuel, oils and fluids. <br />The highest potential for stormwater contamination will occur <br />during periods of operations vehicle maintenance and fueling. <br />Any and all process or wastewater associated with mining <br />activities on this site is strictly prohibited from mixing with <br />discharge leaving this site and is not covered under the General <br />Permit. The effluent limitations and conditions covered under the <br />Permit include: <br />a. Stormwater discharges from the industrial activity <br />shall not cause or threaten to cause pollution, <br />contamination, or degradation of any State Waters. <br />b. There shall be no discharge of sanitary wastewaters <br />from toilets or related facilities. <br />C. No chemicals are to be added to the discharge unless <br />the permit issuing authority grants permission for the <br />use of a specific chemical. In granting the use of <br />such chemicals, additional limitations and monitoring <br />requirements may be imposed. <br />d. Bulk storage structures for petroleum products and <br />other chemicals shall have adequate protection to <br />prevent any reasonable loss of the material from <br />entering discharged waters or waters of the State. <br />e. All dischargers must comply with the lawful <br />requirements of counties, drainage districts and <br />other state or local agencies regarding any discharges <br />of stormwater to storm drain systems or other <br />watercourses under their jurisdiction. <br />In the event of a spill or leak, the SWMP Operator, or alternate, <br />shall be notified immediately. Every effort shall be made to prevent <br />the spill or leak from entering waters of the State. Depending on <br />the nature and severity of the spill or leak, the Colorado Department <br />of Health, Local Agencies and/or downstream water users may need to <br />be notified. <br />
