The inspection date was selected to accommodate a complete <br />oversight inspection being conducted by the Office of Surface Mining, Reclamation and <br />Enforcement (OSM). Christine Belka and Tom Medlin, both of the Denver Field Branch, <br />represented OSM. Tom Bird represented the operator, GCC Energy, LLC, throughout the <br />inspection. <br />Skies were clear, and the temperature reached into the mid -60's. GCC was given advance notice <br />of the date of the inspection, in order to make arrangements to visit two King I surface owners <br />(Huntington and Crawford) for the purpose of inspecting their properties for subsidence - related <br />impacts. <br />No mining was taking place at the time of the inspection; underground operations were shut <br />down for the day due to a mine emergency response drill (Photo 1). From the Huntington <br />property, we were able to look across Hay Gulch to the King II surface facilities (Photo 2). A <br />drill rig was present on the ridge to the east of King II. Mr. Bird said the drilling contractor had <br />commenced work the day before, drilling the resource confirmation holes approved under TR- <br />22. <br />PERMITTING UPDATE: <br />TR -20 Coal Mine Waste for Highwall Backfill — GCC has requested and received an extension <br />to the decision date; it is now May 29, 2015. The company's geotechnical consultant is <br />recovering from surgery and has been unable to finalize the response to the Division's Nov. 2014 <br />adequacy review <br />TR -24 Midterm No. 7 Response — This application was hand- delivered to the Division's <br />Durango Field Office on Apr. 30, 2015. <br />TR -25 Surface Water Hydrology — GCC has requested and received an extension to the <br />submittal date; it is now due on May 29, 2015. <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 4 Page 2 of 13 <br />
