Tabetha Lynch, DRMS <br />Page 8 <br />4/30/2015 <br />One item needs to be addressed: <br />Appendix H includes a document titled, "A Review of Potential Alluvial Valley Floors <br />Associated with Utah International Inc's Trapper Mine in Northwest Colorado and Probable <br />Impacts" by McBride and Krishnamurthi dated April 1980. The Division's copy of this <br />document ends on page 44. However, it appears there should be more pages associated with this <br />document; portions of Section 6.2 and 7 of the document are missing. Please submit the <br />additional pages associated with this document. <br />4.03 Roads <br />4.03.1(7) Section 3.7.2.6 of the permit discusses reclamation of haul roads at the Trapper Mine. The plan <br />appears to be in compliance with this rule. <br />4.03.2(7) Section 3.7.3.6 of the permit discusses reclamation of access roads at the Trapper Mine. The <br />plan is the same for haul roads and appears to be in compliance with this rule. <br />4.03.3(7) Section 3.7.4.4 of the permit discusses reclamation of light use roads at the Trapper Mine. The <br />plan is the same for haul roads and appears to be in compliance with this rule. Several light -use roads <br />existed prior to mining that will either be left in place or removed and reclaimed according to the plan <br />outlined in section 3.7.2.6 of the permit. The location of all the light use roads is depicted on Map M52; <br />light use roads in place prior to mining are also depicted. This map is being updated with PR7. <br />The permit sections discussed above appear to comply with the performance standards required by these <br />rules. <br />4.04 Support Facilities <br />4.04(1)(a) Section 4.6.2 of the permit discusses physical improvements for wildlife. Regarding support <br />facilities, powerline structures are designed to protect birds and raptors. These protection measures are <br />discussed on page 4 -161. Reclamation activities and revegetation is the primary means of restoring the <br />land for fish and wildlife values. <br />No adequacy review issues were identified. <br />4.05 Hydrologic Balance <br />4.05.3(1) -(7) <br />(I) Section 4.8.1.2 of the permit discusses diversion ditch designs used at the Trapper Mine. Section <br />4.8.1.3 discusses post mine drainage stabilization. Diversion ditches are designed; their location is <br />depicted on Map M51.
