Tabetha Lynch, DRMS
Page 3
4/30/2015
2.) Revise permit section 2.9 to indicate the correct location of the site and to note the error of
the location cited in the cultural resource report included in Appendix K for this site.
3.) Revise permit section 4.1 to indicate how far the site will be from the projected mining
disturbance.
4.) Evaluate if the mining setback from the site is far enough away from blasting, and given the
expected sizes of the blasts, that the site won't be affected. Once this is completed, please
revise section 2.9 and 4.1 of the permit to include the results of this evaluation. In
accordance with Rule 2.05.6(4) if additional protective measures are found to be necessary,
please discuss them in the revised sections.
5.) Please update Map M45.
2.04.9 Baseline Soils Information
2.04.9(1) -(3)
(1) Section 2.6 of the permit discusses pre- mining soil surveys. An Order 1 soil survey occurred during
the summer of 1979 by Western Ecological Services. In 1986 Trapper updated the Order 1 survey to
conform to the USDA Soil Conservation Service Soil classification. Appendix G of the permit contains
the results of the soil analysis from the soil samples. The parameters required to be tested in accordance
with this rules appear to have been tested. Map M29 shows the sample locations. The map depicts the
soil series identified throughout the permit area. Section 2.6.1.1 of the permit provides a description of
the soil series including the soil horizons identified. Section 3.2 and 4.9 of the permit indicates the A and
portions of the B horizon will be salvaged as one unit. A discussion on the present and potential
productivity of the soils is included in section 3.6.1.1 of the permit.
(2) An Order 1 spoil survey was accepted when the mine was permitted and is appears adequate.
(3)Overburden is not used as a substitute for topsoil.
The sections of the permit addressing this rule appear adequate and no additional information is needed.
It should be noted that PR7 currently under review by the Division adds 774.8 acres to the permit area to
the east of the currently approved permit area. Trapper has not submitted a plan to affect land within the
expansion area. Prior to disturbance within this area, Trapper will need to provide the soil resource
information required by Rule 2.04.9 for the expansion area.
2.04.10 Vegetation Information
2.04.10 (1) -(5)
(1) Map M16 is the pre -mine vegetation map. This map delineates the pre -mine plant communities. It
should be noted that this map is proposed to be updated with PR7.
