Tabetha Lynch, DRMS
Page 11
4/30/2015
4.15.5 Trapper's permit contains a brief livestock grazing plan in sections 4.2.2 and 4.6.1.4 of the permit.
Trapper's permit does not specifically indicated that livestock grazing would not commence until one
year after seeding or planting on reclaimed parcels. However, this is a performance standard, the
Division should monitor reclaimed areas to insure grazing is not occurring on areas that have been seeded
or planted less than a year ago.
4.15.6 Previously, shrub test plots were utilized at the Trapper Mine. Details of this study are discussed
in section 4.4.1.7 of the permit.
4.15.7 Trapper's permit includes section 4.4 and 4.5 which provide a description on how revegetation
success will be evaluated for rangeland and cropland areas. Applicable success criteria is included in
these sections and how statistical demonstrations will be made. Trapper previously utilized reference
areas to determine revegetation success for cover and production for rangeland areas; this is no longer the
case. In accordance with Rule 4.15.7(2)(d)(v) Trapper utilizes technical standards for cover, production
and woody plant density for rangeland sites. A technical standard is also utilized to determine
revegetation success in terms of species diversity in accordance with rule 4.15.8(5) for rangeland sites.
Trapper utilized a reference area to evaluate revegetation success for cropland areas. The reference area
appears to be within the permit area on the northwest portion of the site. According to page 4 -4 of the
permit, Trapper has disturbed 593 acres of cropland and has reclaimed 593 acres of cropland. It appears
Trapper has been granted Phase III bond release on all the cropland areas with the approval of the SL4
and SL7 bond release applications.
4.15.8 Trapper commits to the revegetation success criteria standards outlined in this rule for cover,
production and woody plant density.
4.15.9 Revegetation success criteria for cropland outlined in section 4.5.1 of the permit appears to be in
compliance with this rule.
4.15. 10 Revegetation success criteria for lands disturbed prior to May, 1978 is discussed in section 4.4.3
of the permit. Industrial or residential land use is not proposed as a post mine land use at the Trapper
Mine.
4.15. 11 Sample methodologies are discussed in section 4.4.1.6 of the permit. Trapper commits to
demonstrating statistical adequacy when testing for cover, production and wood plant density using the
formulas outlined in Section 4.15.11.
4.16 Postmining Land Use
4.16.1 Trapper's reclamation plan seeks to restore the pre- mining land uses at the site.
4.16.2 See item above, the post mining land uses designated at the site appear adequate.
