The restored <br />channel gradients will be somewhat lowered than pre -mine channel gradients due to the amount of <br />overburden swell and coal removed from an area. However, drainages are projected to be stable. With <br />PR7, Trapper is proposing to update their drainage stabilization plan and channel designs in section <br />4.8.1.3 of the permit. <br />4.05.17 <br />This rule is a performance standard that Trapper will need to comply with regarding permanent <br />sedimentation ponds, diversions, impoundments and other treatment facilities. No adequacy review items <br />have been identified. <br />4.06 Topsoil <br />4.06.1 Trapper's topsoil removal, storage and replacement plan seems to comply with the general <br />requirements. <br />4.06.2 Trapper's topsoil removal plan appears to comply with this rule. Based on soil quality, Trapper <br />removes the A horizon and portions of the B horizon as one unit. Overburden material is not proposed to <br />be used as a substitute for topsoil. <br />4.06.3 Trapper's topsoil storage plan appears to comply with this rule. <br />4.06.4 Trapper's topsoil replacement plan appears to comply with this rule. <br />4.06.5 On cropland areas only, Trapper proposes to collect soil samples and have them tested by a <br />qualified laboratory to determine fertilizer quantities. <br />4.15 Reve2etation <br />4.15.1 Trapper's revegetation plan appears to have been designed so the performance standards listed in <br />the general requirements rule will be met. Species selected for revegetation are diverse and appear to be <br />native to the area and will support the approved post mine land use. Several introduced species are used <br />and the proper justification for their use is included in the permit text. Trapper conducts revegetation <br />monitoring. <br />4.15.2 Appropriate species used for revegetation appear to have been selected. <br />4.15.3 Seeding and planting plans included in the permit appear to be in compliance with this rule. <br />4.15.4 Trapper does not propose to utilize mulch or cover crops. Reclaimed land is tilled and left in a <br />roughened state. <br />
