Jason Musick -2- April 27, 2015 <br />2. DRMS: Proposed Volume IX, Gob Pile #2, Appendix A, identifies 74,346 <br />cy of salvaged topsoil. This number does not include the 2,339 cy of <br />topsoil proposed to be salvaged from the proposed Borrow Areas 1, 2, and <br />3. Please revise the total amount of topsoil to be salvaged to <br />reflect the topsoil salvaged from the proposed borrow areas. <br />BRL: Please see revised Appendix A. <br />3. 'DRMS: Proposed Volume IX, Gob Pile #2, Appendix A includes a line <br />item of, "Topsoil Salvage in Borrow Areas." Based on the proposed text, <br />the Division understands that the topsoil salvaged from the proposed <br />borrow areas will be incorporated into Topsoil Stockpile E. If this remains <br />the case, please revise Appendix A to add a statement that the <br />topsoil salvage in borrow areas will be stockpiled at Pile E. <br />BRL: Please see revised Appendix A. In addition, Appendix A was updated <br />to reflect the in -place coverfill on the west half of gob pile #2 (aka gob pile <br />#4). <br />4. DRMS: Based on the approval of Minor Revision No. 177 associated with, <br />C- 1996 -083, the disturbance area boundary has been revised to reflect <br />the current on- the - ground conditions. The proposed Map 18 does not <br />reflect the current disturbance area boundary as approved under MR -177. <br />Please revise the proposed Map 18 to reflect the proposed <br />disturbance boundary to include what is approved. <br />BRL: Please see revised Map -18. <br />5. DRMS: Proposed Map 22 -D provides cross sections for the Embankment <br />Spillway of Pond C and the Emergency Spillway for Pond C. No spillway <br />cross sections were included as a part of the proposed Map 22 -D Pond D <br />designs. Please submit design cross sections of the Pond D <br />spillways or revise Map 22 -D to include the information of the <br />Pond D Spillways. <br />BRL: Please see revised Map 22 -D showing the revised sections for Pond <br />D. <br />6. DRMS: The cover letter for TR -98 states that the points on the hillside <br />are being graded to generate material for final reclamation at gob pile #2 <br />and provides a final slope angle for the three borrow areas. The Division <br />was unable to identify a discussion in the proposed text or figures which <br />would provide information concerning compliance with Rules 4.14.1 and <br />4.14.2. Rule 4.14.2(1) states that the final graded slopes shall <br />approximate pre- mining slopes or any lesser slopes approved by the <br />Division based on consideration of soil, climate, or other characteristics of <br />the surrounding area.
