April 14, 2015 C- 2010- 089/New Horizon North Mine BFB <br />Water was being pumped from the NH1 Pond to the water tank at the NHN facilities area. The water was being <br />used for dust suppression on the roads. <br />Pond 002 did not contain water and was dry. The plastic liners on the embankments from the north and south <br />ditches were in place (photo 4). On the Pond 002 north ditch, the bench 1 material was removed on areas where it <br />was higher than the undisturbed topsoil. This will prevent bench 1 material from eroding or moving onto the <br />topsoil areas. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />The Pond 001 embankment is lacking vegetation (photo 5). There are some annuals starting to sprout but <br />the embankment needs to have a better vegetative cover to control erosion. <br />The Pond 002 embankment and the north ditch have been seeded. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />The topsoil stockpile east of Pond 002 was built after the last vegetation growing season. The stockpile <br />was recently seeded although the seeds on the pile are not evenly distributed. Some areas were well seeded while <br />areas on top and the sides did not have any seeds. The ring ditch was in place around the stock pile. <br />The Progresso topsoil stockpile (northern most of the two piles) north of the facilities area is lacking vegetation <br />(photo 6) and needs be protected from wind and water erosion as per Rule 4.06.3(2). Some seeds were noted on <br />the pile but they were not evenly distributed. The annual Russian thistle (Salsola iberica) was sprouting on the <br />stockpile. Russian thistle, when dead, forms sharp pointy leaves and becomes tumble weeds. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 3 of 4 <br />
