April 15, 2015 C- 1981- 008/New Horizon Mine BFB <br />for the New Horizon 2 Mine. It was noted on the map that Ponds 8, 9, 11, 12 and 13 are not labeled as NPDES <br />discharge points. The map needs to be updated to include these discharge points. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />TR -66 was submitted by WFC proposing to change the dryland reference area from the current airport <br />location to the old Peabody dryland reference area. TR -66 is currently being reviewed by the Division. The <br />proposed old Peabody reference area was inspected. The area appears to be undisturbed and contain a mature <br />plant community. The soils are pretty rocky and there is not much plant debris covering the soil. Most of the <br />plant species grew in clusters and usually several species were together in one clump. Shrubs and cactuses were <br />more dense on the eastern side of the area (photo 3) and more forageable grasses and forbs were seen on the <br />western side (photo 4). Although the reference area has more shrubs than the reclaimed areas, it does appear to be <br />consistent with other dryland pastures around the Nucla area. <br />Knapweed was noted around Pond 15. Knapweed is a Colorado List B Noxious Weed and needs to be treated. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />The NE haul road was seeded from the 2700 Rd to topsoil pile F. An irrigation line was laid out on the <br />road in the same area that was seeded (photo 5). The —1" rock noted in the March 2015 inspection report by the <br />former culvert I10 area has been removed. <br />The West Lateral Ditch started flowing the morning of this inspection. Water was flowing in the ditch and into the <br />pipes that carry water to the fields (photo 6). The structure that filters the debris and directs the water into the <br />pipes was being maintained on this day by the Chris, Ricki and Cole Staats. The water was filling the pipes but <br />had not reached the Staats property yet. <br />SIGNS AND MARKERS — Rule 4.02: <br />The permit boundary signs were in place around Pond 7. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />The topsoil sign was down on topsoil pile C. The sign was replaced during the inspection. <br />Vegetation was starting to sprout on topsoil piles B, C and H. <br />Approximately 2 feet of topsoil were spread on the former Mt. Nucla location.
