Compliance With Mine Plan <br />N - Support Facilities Not On -site <br />N - Other <br />N - Special Categories Of Mining <br />N - Processing Waste <br />R - Topsoil <br />COMMENTS <br />This was a partial inspection of the New Horizon Mine conducted by Brock Bowles, Robin Reilley and Tabetha <br />Lynch of the Colorado Division of Reclamation Mining and Safety. Frank Ferris of Western Fuels- Colorado was <br />present for the entire inspection. The weather was partly cloudy and windy. The temperature was cool, <br />approximately 50 F and the ground conditions were dry. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Pond 7 contained water but was not discharging. The shrubs on the embankment had been mowed (photo <br />1). The primary and emergency discharge structures were free and clear of obstructions. <br />Pond 8 contained water but was not discharging (photo 2). The embankment appeared to be stable. No invasive <br />tree species were noted around the pond. The discharge was free and clear of obstructions. <br />Pond 11 contained very little water and was not discharging. The discharge flow meter was being installed. <br />Pond 13 contained water. The trench drain was discharging a large quantity of water and it was not noted if Pond <br />13 was discharging because the two discharges are in close proximity to each other. The primary and emergency <br />spillways were free and clear of obstructions. <br />The Russian olive and salt cedar were recently treated on Ponds 11 and 13. <br />Pond 15 was dry and the incised banks appeared to be stable. <br />Map 2.04.7 -1A and the NPDES DMRs were reviewed with Tom Frye of WFC.
