Please <br />submit a description of these seeding preparations or the NRCS recommendation. <br />13. If not provided in the response for Question 12, please provide a description for fertilizer (specific types, <br />mixtures, quantities, and time of application), if applicable, in accordance to Rule 6.4.5(2)(f)(iii). <br />14. In accordance with Rule 6.4.5(2)(f)(iv), please specify if trees, shrubs, etc. will be planted as a part of <br />revegetating the site and if so the type, quantity, size, and location of each. <br />15. In accordance with Rule 6.4.5(2)(f)(v), please specify the anticipated minimum depth or range of depths for <br />those areas where topsoil will be replaced. The Operator listed an average 6 inches of topsoil under the <br />replacement of topsoil task within the supplied reclamation costs. <br />16. Please note that where the Operator states that "[there is no topsoil on the floor of the pit, it was in that <br />condition in 1986, and that area will be seeded, but no topsoil replaced during reclamation]" is not acceptable <br />to the Division. The Division does not believe an area without any topsoil replacement will achieve the final <br />post - mining land use of a dryland pasture. Additionally, the original permit's approved Mining and <br />Reclamation Plans called for the salvage of 12 inches of topsoil on the area on top of the slope and the <br />replacement of 6 inches throughout the permit during reclamation. If this amount of topsoil was not stripped <br />during the current operation, the Operator may wish to propose to strip more "plant- growth medium" from a <br />particular area to account for areas within the site lacking topsoil so there is an average /equal amount of <br />replacement throughout the site (please note that any existing non - mining roads and the access road would not <br />need to be topsoiled/reclaimed and should be shown on the reclamation plan map). <br />EXHIBIT F - Reclamation Plan Map (Rule 6.4.6): <br />17. The Exhibit F Reclamation Plan Map depicts the proposed post - mining topography within the permit <br />boundary. The Division believes the northwest and southeast portions of the depicted post - mining topography <br />do not connect to existing topography properly. Please update this map to show the current topography that <br />will remain unchanged which lies outside of the permit boundary and adjust any post - mining topography, as <br />necessary. <br />18. On the Exhibit F Reclamation Plan Map, the Operator states that "Slope to be furrowed approx. every 50' to <br />toe for erosion control "; please further explain this within the Exhibit E Reclamation Plan. <br />EXHIBIT G - Water Information (Rule 6.4.7): <br />19. The Operator states the gravel operation will be dry, not intercepting groundwater. Please note the mining <br />operation must stay a minimum of two (2) feet above the groundwater elevation to be considered a "dry" <br />operation. <br />EXHIBIT J - Vegetation Information (Rule 6.4.10): <br />20. In accordance with Rule 6.4.10(1)(a), please provide quantitative estimates of cover and height for the <br />vegetation described in Exhibit J of the application. <br />
