is no necessity to cover potentially acid, alkaline, or toxic forming
materials since Southfield's mining and related activities will not result
in production or exposure of any of these materials.
In conjunction with mining and related operations at the Southfield Mine,
both coal processing waste and non -coal wastes are produced and disposed
of in compliance with all applicable regulations. Coal processing wastes,
or coal refuse resulting from coal preparation activities are transported
to a permanent refuse stockpile within the permit area. The refuse
stockpile area is designed, constructed, operated and maintained in full
compliance with all applicable regulatory provisions of Rules 2.05.3,
Operation Plan - Permit Area, 2.05.4, Reclamation Plan, and 4.10 -4.11,
Coal Processing Waste.
Non -coal solid wastes are collected and either hauled off -site by salvage
contractors or a contract disposal service.
• Normal backfilling and grading practices will result in significant
compaction and consolidation of fill material. Generally, to the extent
possible, regraded areas will be left in a roughened condition in order
to improve bonding between the regraded surface and subsequently placed
topsoil, and control surface runoff and erosion.
4.14.4 THIN OVERBURDEN
EFCI's operations doe not include any current or planned surface coal
mining activities; therefore this section of the performance standards is
not applicable.
4.14.5 THICK OVERBURDEN
EFCI's operations do not include any current or planned surface coal
mining activities; therefore this section of the performance standards is
• not applicable.
4.14 -2
