• All topsoil stockpile will be appropriately marked with signs as discussed in
Section 4.02, Signs and Markers. As previously noted, stockpiles will be left in
a roughened condition to minimize potential wind and water erosion and if the
stockpile is going to be undistributed for over one (1) year it will be stabilized
by seeding.
4.06.4 REDISTRIBUTION
On the refuse pile, regraded areas will be ripped to a depth of approximately
two (2) feet to alleviate compaction and provide for effective root penetration,
prior to live handled or stockpiled topsoil reapplication. Upon completion of
ripping, EFCI will reapply four feet of non-segregated soil material from
stockpiles, or four feet of live handled soil materials consisting of subsoil and
topsoil placed according to test pit thicknesses.
The facilities and Ponds 3 and 4 areas will be ripped to a depth of
approximately two (2) feet to alleviate compaction and to provide for effective
• root penetration following completion of backfilling and grading activities. Upon
completion of ripping, six (6) inches of topsoil will be replaced in the facilities
and Ponds 3 and 4 areas. Replacement thicknesses in these areas are
consistent with removal thicknesses, reflecting loss or contamination of
available topsoil resources as a result of previous mining activities.
Topsoil will be replaced and graded using scrapers, trucks, wheel loaders and
tracked dozers, and motor graders. During topsoil replacement and grading
activities, mechanical manipulation of topsoil will be minimized to the extent
possible to prevent any unnecessary compaction. Where possible, topsoil will
be replaced along the contour and the surface will be left in a roughened
condition tin order to minimize erosion.
Differences in chemical and physical characteristics between A and B horizons
soils are negligible. Consequently, mixing of the two horizons will have very
little effect on biological, chemical or physical properties of the respread soil.

4.06-5 Revised 11!3/97
Minor Revision No. 34
