4.04 SUPPORT FACILITIES <br />The Southfield Mine is in reclamation only status since operations permanently ceased <br />in 2000. EFCI commenced reclamation activities at the mine site in 2001, demolishing <br />surface facilities and sealing mine openings. By 2001, backfilling, regrading, and <br />topsoil replacement was completed according to plans approved by the DRMS. <br />Permanent seeding was completed on all reclaimed areas by October, 2003. <br />The coal loadout site located near Florence, Colorado, was similarly reclaimed in 1997, <br />including permanent seeding completed during the same year. <br />The support facilities required for the Southfield operations include the <br />shop /office /warehouse complex, coal preparation plant, refuse pile and other minor <br />structures as shown on the Mine Surface Facilities Map, (Map 18). Most of the support <br />structures were in place at the time that EFCI purchased and began operating the <br />Southfield Mine and Loadout in March, 1985. Changes in existing structures and <br />facilities through the end of the second permit term and over the life of the mine will <br />be minimal. <br />A complete discussion of design, construction, operation, maintenance, and removal of <br />all the existing support facilities in the Southfield mine and loadout areas is presented <br />in Section 2.05.3, Operation Plan - Permit Area, under the subtitle, "Mine Facilities ". <br />A detailed drainage and sediment control plan has been developed which takes into <br />account all support facilities for the mining operation. The detailed drainage and <br />sediment control plan is presented in Exhibit 19, Drainage and Sediment Control Plan. <br />All sediment control measures are designed to prevent damage to fish, wildlife, and <br />related environmental values. Also, sediment control structures have been designed to <br />minimize contributions of suspended solids to streamfiow or runoff outside the permit <br />area in excess of the limitations of State and Federal laws. <br />As discussed throughout this application, EFCI will conduct underground mining and <br />related activities in a manner which will minimize impacts to the existing environment. <br />There are no oil or gas wells in the mine or loadout areas. Likewise, there are no oil, <br />gas, or coal slurry pipelines within the mine or loadout areas. The only railroad in the <br />vicinity is the one servicing the loadout.
