of total annual flow. <br />• <br />Both retention and subsequent release of surface runoff from sedimentation <br />structures have the potential to alter surface flow patterns in the receiving <br />drainages. Generally, operation of the sedimentation ponds tends to reduce <br />flows and extend the period of effective flow for both runoff from snowmelt <br />and large storm events. In effect, the sedimentation structures function as <br />limited capacity flood control structures, buffering the effects of large <br />volumes of runoff which may occur at one time. This cannot be considered an <br />adverse impact and it has a number of beneficial aspects relative to the <br />surface water system. <br />There are a number of factors associated with EFCI's mining, processing and <br />related operations which have the potential to result in changes in surface <br />water chemistry, levels of TDS, TSS, and concentrations of specific chemical <br />components. <br />Infiltration through the coal refuse stockpile and transfer of mine <br />• dewatering flows both have the potential to increase levels of TDS, sodium, <br />sulfate, iron and manganese in associated surface flows.
