Compliance With Mine Plan <br />N - Support Facilities Not On -site <br />N - Other <br />N - Special Categories Of Mining <br />N - Processing Waste <br />N - Topsoil <br />COMMENTS <br />This was a complete inspection of the Roadside Portals Mine conducted by Brock Bowles, Robin Reilley and <br />Tabetha Lynch of the Colorado Division of Reclamation, Mining and Safety. Tonya Hammond of Snowcap Coal <br />Company (SCC) was present for the inspection. The weather conditions were sunny and warm. The temperature <br />was approximately 70 F and ground conditions were dry. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />The availability of records was checked after the mine inspection on April 14, 2015 at the J.E. Stover and <br />Associates office. All the required records were on file and available for review and no problems were noted. See <br />the availability of records checklist at the end of this inspection report. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The diversion ditch around the Roadside Refuse Disposal Area was in good condition. The lower rock <br />lined section by the former Pond 9 area appeared to be stable. The upper rock lined section that is stabilized with <br />concrete appears to be stable. <br />The south portal area was dry. There were no signs of overland water flow and the ditch below the portal was dry. <br />The upper Rapid Creek ditch was flowing into the Fontanari gravel pit. <br />The pond on the west side of the Hasstedt property was nearly full of water but was not discharging (photo 1). <br />This pond is supplied by the lower Rapid Creek ditch. When this pond is full and begins to discharge, water will <br />flow to the Carey Pond, and potentially, to the ditch on the Fontanari property where water entered the mine <br />workings last year. <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 2 of 5 <br />
