April 21, 2015 C- 1981 - 014 /Southfield Mine RDZ <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The entrance road to the mine site was functional. The Monarch Fan Road was inspected up to the <br />culvert where the first "sock" was installed and then removed. The road was passable and does not appear to have <br />gotten worse. The riprap that replaced the "sock" appears to be stable. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />At the portal area, RDA, Pond 3, loadout, and other reclaimed areas of the site no large bare spots, <br />erosion, or weed patches were seen. The RDA was inspected from the perimeter, and the northern side was <br />walked. <br />The erosion control practices (BMPs) at the portal area were inspected. Near the gravel lot, wattles have been <br />maintained, but more maintenance will likely be required in the future. Additional erosion mats would be highly <br />beneficial. Wattles have also been maintained at the northwest corner of the truck tunnel. <br />The rill repair west of the truck tunnel was inspected. Three riprap check dams appear to be working well. The <br />area that was disturbed to construct these check dams should be seeded if it has not been seeded already. <br />A rill near the top of the RDA on the north side (southwest of Pond 4) is healing well. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />In the recent reclamation at the loadout (the former ponds) there is extensive vegetation growing. No <br />sediment loads off site were seen; the BMPs are working. <br />At the subsidence repairs between the RDA and County Road 15 (near the Thompson driveway), there is a large <br />number of Mullen plants that should be treated. Significant emergent vegetation was seen in the bare areas. <br />SUBSIDENCE — Rule 4.20: <br />The inspection included walking for 30 minutes in and along Newlin Creek, north of the Thompson <br />driveway, including the area that has been flagged by Dr. Corley. There were no signs of cracks or slumps in <br />these areas. There was no flow. The soil moisture in the creek bed looked the same above and below the flagged <br />area. <br />The subsidence repairs that are shown on Map 12 between the RDA and County Road 15 (near the Thompson <br />driveway) were inspected, and the adjacent area was walked.
