April 13, 2015 C- 1981 - 033 /13ear Mine MLT <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• The Sediment Pond was dry, with the exception of a small, shallow pool near the spillway <br />(Photo 3). The primary spillway gate was closed on the inlet end. The emergency spillway <br />was lined with cobbles and vegetation, and was clear. <br />• The eastern half of the sediment pond appears to have been incised into the natural ground, <br />while an embankment was constructed around the south and west sides. The western limb of <br />the embankment appears to be a continuation of the flood control dike. Inslopes and <br />outslopes of the pond and embankment were well vegetated, and appeared to be stable. <br />• The Edwards Portal Spring was flowing at a steady trickle. We were unable to locate the <br />outlet end of the pipe, on the eastern bank of the treatment pond. The Treatment Pond was <br />full, and discharge was occurring from the primary spillway (we were unable to see the pipe <br />inlet). The emergency spillway pipe protruded from the pond bank approximately 1.5 feet <br />above the water. The treatment pond embankment is extremely well vegetated, and stable. <br />• There are two monitoring wells at the site, which will need to be reclaimed: AA -1 between <br />the slide mass and the river (Photo 1), and AA -3 (Photo 4), north of the treatment pond. <br />• A flood control dike was constructed decades ago to protect the property from being <br />inundated by the river. The dike is densely vegetated, with a number of mature trees growing <br />out of it. <br />SLIDES and DAMAGE - Rule 4.12: <br />During the inspection, a section of shale broke loose from the sheer scarp which stands above <br />and behind the landslide mass (Photos 5 and 6). The material appeared to fall straight down <br />the face, and no material came up and over the slide mass. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />A weed contractor has been hired by the Division to control the noxious weeds within the <br />disturbed area. No Whitetop or Canada thistle was observed on this inspection, but it may <br />also have been too early in the year for the plants to be sprouting. <br />Tamarisk has been treated three times at the site: Fall 2013, and Spring and Fall 2014. Some <br />of the cut stumps that were treated appear to have been dealt a severe blow. Other stumps <br />were re- sprouting with vigor, and did not appear to have been hindered by control efforts <br />(Photo 1). <br />FISH and WILDLIFE — Rule 4.18: <br />• Large frogs were heard croaking in the sediment pond, and a pair of ducks was swimming in <br />the treatment pond. We inadvertently startled a pair of Canada geese at the river's edge. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were issued as a result of this inspection, and none are pending. <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 3 Page 3 of 6 <br />
