Jeff Litteral, of
the Division's Inactive Mines Program, met me at the site. Jeff will be in charge of the
reclamation work that will be performed this summer.
Skies were clear, and the temperature was in the low 70s. It did not appear that the area had
received any recent precipitation; ground conditions were dry.
SIGNS AND MARKERS — Rule 4.02:
• Surface disturbance markers (white PVC pipe sleeved over a metal post) were placed at
relatively wide intervals around the perimeter of the yard area (Photo 1). A permit boundary
sign, identifying the operator (Bear Coal Company) was posted on the flood control dike,
north of the treatment pond.
ROADS — Rule 4.03
Construction 4.03.1(3) / 4.03.2(3); Drainage 4.03.1(4) / 4.03.2(4); Surfacing and Maintenance
4.03.1(5) and (6) / 4.03.2(5) and (6); Reclamation 4.03.1(7) / 4.03.2(7):
It is proving to be a challenge to discern the true structural condition of the bridge (Photo 2),
which was built in the 1930's. Construction equipment, potentially an excavator, a small
bulldozer, and dump truck, will need to access the site to perform reclamation activities. The
topography of the northern bank of the river is not conducive to walking equipment down to
and across the riverbed. One alternative might be the use of a temporary Bailey bridge, laid
directly above the existing bridge.
• The roadway leading from SH 133 down to the bridge is paved with asphalt (Photo 2), as is a
short segment beyond the bridge.
HYDROLOGIC BALANCE - Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures
4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13;
Number of Partial Inspection this Fiscal Year: 8
Number of Complete Inspections this Fiscal Year: 3 Page 2 of 6
