Quarterly Inspection Report- Refuse Pile April 9, 2015 <br />Tiventymile Coal Company- Foidel Creek Mine Page 2 of 3 <br />Job No.. 99 -3983 <br />will be monitored during future inspections and noted in our inspection reports. Photographs of the seepage <br />area taken at the time of our inspection on Marclr 31, 2015 are attached. <br />Crews were constructing tine underdrain at the time of our site visit. Tile underdrain had been extended <br />approximately 75 feet soulh from the previously completed portion of the underdrain. The contractor, <br />Bower Brothers Construction, had prepared the subgradc materials and placed the drain rock and filter <br />layers 1 and 11 for the underdrain. The underdrain appeared to be constructed in general accordance with <br />the plans and specifications. TCC was previously advised by Jason Musick of the Colorado Division of <br />Reclamation, Mining and Safety that photographs of the underdrain system must be provided in the <br />inspection reports, per Rule 4.09.1(11)(c). Photographs taken of the underdrain construction completed at <br />the time of our site visit on March 31, 2015 are attached. <br />Based on our observations, the surface drainage conditions, with the exceptions noted above, generally <br />appeared to be adequate across the top and sides of the pile. Based on our observations, we did not observe <br />any signs of instability, structural weakness or hazardous conditions at the refuse pile, with the exceptions <br />noted above. <br />We were advised that the wash plants had produced approximately 80,503 tons of waste coal during the <br />month of January 2015: approximately 97,530 tons during February 2015: and approximately 97,530 tons <br />during March 2015. It is our understanding that the fines being produced at the wash plant, which consists <br />of approximately 10 to 20 percent of the total materials being produced, are being pumped underground <br />into the mine. <br />We were previously informed by Brian Watterson of Peabody that all of the original monitor wells installed <br />in the Refuse Pile were destroyed in July 2012. Two new monitor wells were constructed in Area 1 of the <br />Refuse Pile in December 2013. NWCC was advised by Mr. Watterson that the water level in the western <br />monitor well (RW #4) was measured at 61.16 feet below the existing ground surface (bgs) on January 9'h, at <br />61.13 feet bgs on February 10 and at 61.07 feet bgs on March 19'h of 2015. The water level in tine eastern <br />monitor well (RW #2) was measured at 57.88 feet bgs oil January 9`h, at 57.88 feet bgs on February 18'h and <br />at 57.86 feet bgs on March 10 of 2015. An additional new monitor well (RW #3) was constructed at the <br />southeast end of the 15` bench in new Expansion Area in June of 2014. The water level in RW #3 was <br />measured at 40.85 feet bgs on January 9`h, at 40.71 feet bgs on February 18'h and at 40.42 feet bgs on March <br />19'h of2015. <br />Based on our limited observations, it appears that the pile is currently being constructed and maintained in <br />general accordance with the project specifications and plans submitted under 2.05.3(8) and that the <br />potential hazard to human life and property at the site in its present condition is minimal. This report fulfills <br />the quarterly inspection requirements as specified by Rules 4.09.](11)(a), 4.09.1(11)(b), 4.10.2(2)(x) and <br />4.10.2(2)(b). <br />,NAVCC, Inc. <br />
