(NWCC) has prepared this report outlining our observations made durhng the <br />first quarter of 2015 at the Refuse Pile located at Twentyinile Coal Company's (TCC) Foiclel Creek Mine in <br />Routt County, Colorado. During this quarter, Timothy Travis of NWCC visited the project site on March <br />31, 2015 to provide the quarterly inspection/observations of the Refuse Pile. <br />At the time of our site visit on March 31, 2015, NWCC completed a cursory site inspection of the existing <br />refuse pile. Based oil our observations made during this visit, it appeared that the contractor was presently <br />stockpiling and compacting the refitse coal in the new Expansion Area. At the tinie of our site visit the <br />refuse coal had been placed and compacted to an elevation near the second bench along the cast side of the <br />stockpile. <br />No compaction tests were taken by NWCC in the new Expansion Area of the refuse pile during this quarter. <br />The internal roadways in the new expansion area of the pile were in good condition. The tipper haul road to <br />Areas 2, 3 and 4 of the refuse pile was not accessible at the time of our site visit. The surface drainage <br />conditions generally appeared to be adequate across the top and sides of the pile. It did appear that re- <br />grading of the drainage port area previously observed in Areas 2, 3 and 4 had been completed. The top of <br />Areas 2, 3 and 4 was not accessible at the tune of our visit to observe the drainage conditions above the <br />drainage port area. These areas will be observed at the time of our next visit when the roads are drier and <br />the area is accessible. <br />A seepage area at the toe of the northeast end of tine refuse pile expansion area, approximately 30 feet <br />northwest of tine outlet of the uncierdrain, developed last fall, At the time of our observations, the seepage <br />was surfacing at the toe of the slope and flowing into the drainage from the tnndrain outlet then into tite <br />existing pond cast of the Refuse Pile Expansion Area. The discharge was clear, with no evidence of <br />sediment. No signs of washout, slumps or slope instability were observed at this time.
