§4.03 Roads <br />(c) Ditches. <br />The train loadout haul roads have no cut slopes along their margins. <br />One cross drain culvert exists on the train loadout haul road. This <br />culvert is constructed in a manner that its discharge is below the fill of <br />this road. <br />(d) The train loadout and truck scale haul roads have been asphalt paved <br />to maximize usage based on traffic and the weight and speed of the <br />vehicles. The asphalt surface prevents ponding, provides erosion <br />control, and provides road surface stability. <br />(e) Culverts and Bridges. <br />• <br />(i) The one culvert used in construction of the train loadout and <br />truck scale road has an end area of less than 35 square feet. <br />The original design specifications used for this culvert are <br />unknown. Analysis of this existing culverts hydraulic properties <br />and the associated watershed indicates the structure is <br />adequate to safely pass runoff from the 10-year, 24-hour event. <br />The adequacy of this particular culvert is further evidenced by <br />the structural integrity of the installation which has been <br />maintained since 1976. <br />(ii) Culverts are placed using accepted engineering and <br />construction practice. No problems have resulted or are <br />anticipated in culverts due to soil pressure, passive resistance, <br />or weight of vehicles. <br />(iii) Culverts are installed with metal inlet and outlet structures <br />where required.
