March 26, 2015 C- 1981 - 022 /Elk Creek Mine RAR <br />• Vessels methane burning power generating infrastructure were in operation at the Elk Creek facilities <br />and at the former Sanborn Creek portals. <br />HYDROLOGIC BALANCE Rule 4.05: <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7; 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Embankments, spillways and inlets to Ponds Al, B and D were observed during the inspection. No ponds were <br />discharging or being pumped at the time of inspection. Pond D retained water, but at an elevation too low for <br />discharge to occur. There was a small baffle across the surface and some vegetation needed to be cleared. Sediment <br />deltas were observed at the two inlets of Pond B. These deltas are not impacting the ponds ability to function as <br />designed. The NE inlet was partially collapsed. All observed pond empankments were stable, with vegetation <br />beginning to emerge and there was no evidence of instability or damage noted with the exception of the following: <br />• Pond Al exhibited a cone of sediment debris at the outlet.
