Twentymile Coal, LLC. <br />Page 4 <br />April 3, 2015 <br />14. Page 2.05- 181.10 appears to be missing several paragraphs under the Railroad section that began <br />on page 2.05- 181.9. Please submit revised pages to include the information that has been deleted. <br />15. Revised page 2.05- 181.10 omitted a portion of the last sentence of the second paragraph under <br />the Fish Creek section. The following language has been deleted, "and a maximum of <br />approximately 39.9 acres would be flooded during high water by mining panels 12- through 16- <br />Left." Please revise the page to include the omitted information. <br />16. Revised page 181.11 repeats the last paragraph of the section regarding the Fish Creek Alluvial <br />Valley Floor and the paragraph regarding Stock Ponds on revised page 2.05- 181.10. Please <br />review these proposed revised pages and remove the appropriate duplicate information. <br />17. Revised page 2.05- 181.11 indicates for the WCR that the following structures and renewable <br />resource lands overlie the mine area: Pasturelands, Scott Farmstead, Routt County Road 33 <br />(RCR33), Powerlines, Telephone Lines, Union Pacific Railroad Energy Spur, Stock Ponds and <br />Irrigation Ditches. Revised Map 23 and the currently approved Maps 23b and 23c do not depict <br />all of the structures and renewable resources lands within the permit and adjacent area. Rule <br />2.05.6(6)(a)(ii) requires that an appropriate map, prepared in accordance with Rule 2.10 showing <br />the location and configuration of the structures and renewable resources lands within the permit <br />and adjacent area, be submitted. The definition of "renewable resource lands" is found at Rule <br />1.04(110). Please submit a map that depicts the renewable resource lands within the permit area <br />and adjacent area, the Scott Farmstead, the Telephone Lines and Irrigation Ditches. <br />18. PR10 included Exhibit 7K; Wolf Creek Reserve Subsidence Evaluation. Drawing 2 of Exhibit <br />7K depicts the layout of the Wolf Creek Seam Panels. These seam panels do not correspond to <br />the mine plan submitted and depicted on revised Map 23. Given this, it appears the evaluation <br />was based on a different mining plan. Please submit a new subsidence evaluation based on the <br />updated mine plan. <br />19. Rout County Road 33 was not included in the subsidence evaluation submitted with Exhibit 7K. <br />Given this, it is unclear what the worst possible subsidence consequences will be. Please evaluate <br />the worst possible subsidence consequences of mining in the Wolf Creek seam based on the mine <br />plan submitted with PR10. Please indicate if the worst possible subsidence consequences will <br />result in material damage or diminution of reasonably foreseeable use of RCR33. If so, please <br />submit the information required by Rule 2.05.6(6)(b)(ii). <br />20. Revised Page 2.05- 181.12 indicates two powerlines may be impacted by subsidence from mining <br />in the Wolf Creek Reserve. One line is described as being located north of the 18RT gate road <br />and within the 19RT Panel (NMD). The other powerline is the Yampa Valley Electric Line. <br />Exhibit 7K evaluated subsidence impacts on three lines, the Archer - Hayden Powerline, Craig - <br />Hayden- Steamboat Powerline and the Foidel Creek - Steamboat Powerline. Please re- evaluate <br />which powerlines will be impacted by the proposed operation and update the Exhibit 7K and <br />
