The Typical Cross Sections shown on permit Map 2.05.3(3) -3 show that the side slopes of <br />the roadway will vary between 3h:1 v and 5h:1 v. The as -built cross sections on proposed <br />Map 2.05.3(3) -4 show only the south ditch slope measurements but the north ditch <br />measurements were not included. The south ditch slope measurements, which are shown, <br />are highly variable and most of the slopes measured are outside the standard outlined on <br />Map 2.05.3(3) -3. Please update the proposed Map 2.05.3(3) -4 to show the drainage <br />ditch slopes on the north side of the haul road and also explain why the south ditch <br />slopes do not meet the standard outlined on Map 2.05.3(3) -3. <br />Response: The drainage ditch on the south side of the haul road has been reconstructed <br />so that its side slopes are within the approved range outlined on Map 2.05.3(3) -3. Also, <br />Map 2.05.3(3) -4 has been updated to show the revised side slopes for the south ditch. <br />The drainage ditch on the north side does not convey surface runoff from the haul road, <br />and is used only for internal drainage control at the NHN Mine. Therefore, since the <br />north ditch is not a designed structure, it has been removed from Map 2.05.3(3) -4. <br />4. Proposed Map 2.05.3(3) -4 has been certified by a licensed engineer and the operator's <br />commitments regarding construction (topsoil salvage, type of materials, compaction, <br />surfacing, etc.), are spelled out in Section 2.05.3(3). however, an engineer's <br />certification was not included in the text describing the methods used in construction and <br />verifying that the road was built according to the approved plan. Please amend the text <br />to include an engineer's certification that the haul road was built according to the <br />approved plan. <br />Response: An engineer's certification statement has been provided in Appendix <br />2.05.3(3) -3 indicating that the West Haul Road (Station 0 +00 to 10 +52) was constructed <br />according to the approved plan as described in Section 2.05.3(3). <br />5. Map 2.05.3(3) -4 does not show how the haul road ties into the county road at the eastern <br />terminus nor is the county road identified or depicted on the map. Please update Map <br />2.05.3(3) -4 to show the county road and how the haul road ties into it. <br />Response: Map 2.05.3(3) -4 has been updated to show Montrose County Road 26.50 and <br />how the haul road ties into the county road. <br />6 Please update the Table of Contents for Section 2.05.3(3) which lists the new as -built <br />Map 2.05.3(3) -4 and update all text to direct the reader to the As -Built certification. <br />AN EQUAL OPPORTUNITY / AFFIRMATIVE ACTION EMPLOYER <br />A Touchstone Energy°Cooperative <br />
