(Tri- State) has received your <br />adequacy review letter for TR -08, dated December 26, 2014 and provides the following <br />responses on behalf of Western Fuels- Colorado, A Limited Liability Company (WFC) New <br />Horizon North Mine. <br />It appears that what is now being termed the "Southeast Coal Haul Road" is actually the <br />first 1000 feet of the eastern end of the approved West Haul Road. This change in <br />nomenclature is confusing and creates a challenge in comparing the as -built road with <br />the approved design. There is no "Southeast Coal Haul Road" on the approved map. <br />Please update all the text and maps so the nomenclature is consistent. <br />Response: The nomenclature on the maps and text in Appendix 2.05.3(3) -3 has been <br />changed to indicate West Haul Road rather than Southeast Haul Road. Also, the text in <br />Section 2.05.3(3) has been updated to indicate the names of the haul roads as the East <br />Haul Road, the West Haul Road, and the Northwest Haul Road which is consistent with <br />the information shown on approved Map 2.05.3(3) -3. <br />2. The table on permit Map 2.05.3(3) -3 shows that the width of haul roads will vary <br />between 40 and 50 feet. Cross sections provided on proposed Map 2.05.3(3) -4 show that <br />the roadway was constructed to a width of approximately 30 feet. Please explain why the <br />proposed haul road was not designed and built to the approved haul road standard <br />outlined on Map 2.05.3(3) -3. <br />Response: The table on Map 2.05.3(3) -3 represents the proposed maximum design for <br />the haul roads.
