Skies were heavily overcast,
and there were intermittent light showers of rain and graupel. The area had received rain
overnight, and more was forecast for that day.
The permit for the Bear Mine has been revoked and the reclamation performance bond has been
forfeited. The Abandoned Mine Land program of DRMS will contract with a third party to
complete the remaining reclamation tasks for the site later in 2015.
ROADS — Rule 4.03
Construction 4.03.1(3) / 4.03.2(3); Drainage 4.03.1(4) / 4.032(4); Surfacing and Maintenance
4.03.1(5) and (6) / 4.03.2(5) and (6); Reclamation 4.03.1(7) / 4.03.2(7):
• Two sections of concrete barrier were in place at the western end of the bridge, preventing
access by vehicle (Photo 1).
• As observed during previous inspections, the bridge deck is in disrepair — a number of
timbers are rotted away, and there are eroded gaps at each abutment.
The reclaimed portal haul road appeared to be stable and well- vegetated throughout its
length.
HYDROLOGIC BALANCE - Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures
4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13;
Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments
4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
• The sediment pond was dry, with no discharge occurring. The outlet end of the emergency
spillway culvert beneath the road was overgrown and partially filled with sediment (Photo 2).
• The water level in the treatment pond was at the level of the primary spillway, although no
discharge was occurring.
• There was no perceptible flow from the Edwards portal spring (Photo 3).
Number of Partial Inspection this Fiscal Year: 6
Number of Complete Inspections this Fiscal Year: 3 Page 2 of 7
