March 18, 2015 C- 1983 - 059 /Terror Creek Loadout JRS
GENERAL MINE PLAN COMPLIANCE:
- The operator has moved a portable (skid- mounted) crusher and screener from the Elk Creek Mine to the Terror
Creek Loadout. This was done because the equipment currently at the loadout is only marginally functional and
not very well suited for the small amount of coal processing for the local coal market. The coal being produced is
stoker and lump and is strictly for the local coal sales market. The operator is receiving its coal from the West Elk
Mine and is using a third -parry contractor, Farnsworth, to run the operation. All of the operations at the Terror
Creek Loadout are consistent with those permitted.
SUPPORT FACILITIES - Rule 4.04:
- The operator has removed the small fuel island from the site, including the tanks and the support structures.
- The operator, through the contractor Farnsworth, was disassembling the loadout's crushing and screening facility
and the associated conveyors. The contractor said that they were moving it to their gravel pit. He hoped that their
work would be done within a couple of days. The portable crusher remains at the site.
- The loadout structure and siding track were both stable at the time of the inspection. No problems were noted at
the time of the inspection.
TOPSOIL — Rule 4.06
Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4:
- The topsoil stockpiles (by the sediment and dugout ponds) were both well vegetated and stable. No erosional
problems were noted on either pile.
DOCUMENTS RECEIVED: None
This concludes the 18 March 2015 complete inspection report for the Terror Creek Loadout.
Number of Partial Inspection this Fiscal Year: 6
Number of Complete Inspections this Fiscal Year: 3
Page 3 of 7
