March 20, 2015 C- 1981 - 014 /Southfield Mine RDZ
RECLAMATION SUCCESS - Rule 4.15, Rule 3:
At the portal area, RDA, Pond 3, loadout, and other reclaimed areas of the site no large bare spots,
erosion, or weed patches were seen. The RDA was inspected from the road /track along the toe, and the
northeastern corner was walked.
The erosion control practices (BMPs) at the portal area were inspected. Near the gravel lot, wattles require
maintenance. Rills are undercutting the wattles, and sediment removal is necessary. Wattles also require
maintenance at the northwest corner of the truck tunnel. There is erosion below the tunnel apron that must be
addressed; riprap might be the best solution to this problem.
REVEGETATION — Rule 4.15
Vegetative Cover; Timing:
In the recent reclamation at the loadout (the former ponds) there is extensive vegetation emerging.
At the subsidence repairs between the RDA and County Road 15 (near the Thompson driveway), much of the
Mullen reported in previous reports was dead. There are still bare areas. No emergent vegetation was seen.
SUBSIDENCE — Rule 4.20:
The inspection included walking for 30 minutes in and along Newlin Creek, north of the Thompson
driveway, including the area that has been flagged by Dr. Corley. There were no signs of cracks or slumps in
these areas. There was no flow. The soil moisture in the creek bed looked the same above and below the flagged
area.
The subsidence repairs that are shown on Map 12 between the RDA and County Road 15 (near the Thompson
driveway) were inspected, and the adjacent area was walked. There were no signs of new subsidence impacts.
SUPPORT FACILITIES - Rule 4.04:
Substation Number 2 is still being reclaimed. A soil pile is still on site, as are two pieces of equipment
(no operator was on site). The Division recommends the use of erosion control practices to prevent the reclaimed
area from eroding onto adjacent areas.
SIGNS AND MARKERS — Rule 4.02:
At the northeast corner of the loadout, the wire fence has been repaired.
OFFSITE SUPPORT FACILIITES - Rule 4.04,4.28:
See Revegetation section for discussion of reclaimed ponds at the loadout. The rest of the loadout area
was inspected, and no erosion, large weed patches, or other problems were seen. Near the entrance to the west
side of the loadout, the pile of branches (dumped by trespassers) is much larger than in the past. Also, there is a
bucket and small oily stain near the branches; this needs to be cleaned.
Number of Partial Inspection this Fiscal Year: 6
Number of Complete Inspections this Fiscal Year: 3
Page 3 of 9
