March 17, 2015 C- 1981- 035/King Coal Mine MLT <br />• Loads of crushed rock had been delivered to the King II site (Photo 5). The material will be <br />used to surface the employee parking area south of the office building. <br />The concrete apron in front of the 3 -sided oil storage shed was largely covered with dirt, and <br />the area directly in front of the fuel dock was contaminated with fuel (Photo 6). Mr. Wymore <br />directed an employee to shovel up the material and place it in a barrel for proper disposal by <br />a licensed contractor. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• Southwest Colorado received a wet, heavy snow two weeks prior, but at the time of the <br />inspection, only the north- facing slopes on the south side of Hay Gulch had a remnant of <br />snow. <br />• Water levels in the East and West King I ponds and the King II pond had risen slightly over <br />what was observed in February 2015, but volumes were well below the levels at which any <br />discharge would occur. <br />• Several culvert inlets and outlets at King II were partially filled with sediment. The culverts <br />were cleaned prior to conclusion of the inspection. <br />• Primary and emergency spillways at the King I East and West sediment ponds were <br />inspected, and found to be clear. <br />AIR RESOURCE PROTECTION — Rule 4.17: <br />Ground conditions were dry, and vehicle traffic at King II was producing fugitive dust in the <br />breezy conditions. A water truck arrived near the end of the inspection, to spray down the <br />roads. <br />• Mr. Wymore said the King II roads would be treated with Magnesium Chloride later this <br />Spring. <br />FISH and WILDLIFE — Rule 4.18: <br />• Mr. Wymore said a lynx had been spotted recently at the King II facilities, and also Bobcat <br />kittens. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 7 <br />Number of Complete Inspections this Fiscal Year: 3 Page 3 of 6 <br />
