Skies were clear, and the temperature was approximately 70 F. Wade
Wymore was available to represent GCC Energy, LLC throughout the inspection.
PERMITTING UPDATE:
TR -20 Coal Mine Waste for Highwall Backfill: The Decision Date has been extended to March
31, 2015.
MT -07 Midterm Review No. 7 Response: The Division issued MT -07 on Feb. 18, 2015.
Submittal of a revision application is requested by Mar. 27, 2015.
SIGNS AND MARKERS Rule 4.02:
• Two new mine identification signs (for the entrances to King I and King II) have been
ordered, but not yet delivered to the site.
SUPPORT FACILITIES - Rule 4.04:
• The coal stockpiles at Stack Tubes #1 and #2 had increased in size (Photo 1). Highway haul
trucks were being loaded continuously throughout the duration of the inspection.
• A simulated mine rescue chamber was on site, behind the equipment shop at King II (Photo
2). Employees will be going through the annual MSHA refresher training.
• The mine's intake fan will be modified later this year, requiring partial removal of the
concrete wall that serves as a noise barrier. In preparation for the work, the wall's footer had
been exposed by excavating the surrounding soil (Photo 3).
• The facilities area at King II was primarily dry. The rock dust silo, office / bath building and
equipment shop are shown in Photo 4.
• At the Belt Portal, snow and mud cleared from the bench had been stockpiled along the
western berm. Mr. Wymore said GCC would have the material moved to an appropriate
location (either the sediment pond or the King I refuse pile), and that the bench would be
graded to re- establish the original surface and protective berm.
Number of Partial Inspection this Fiscal Year: 7
Number of Complete Inspections this Fiscal Year: 3 Page 2 of 6
