Marcia Talvitie
Page 3of 6
March 16, 2015
5.Task 49, regarding the OVWM light use road, cannot be removed. The road was not included in
the release area description or maps in the SL-5 bond release application and will be
redisturbed when the ponds and lower bench area are reclaimed, so the liability will not be
proposed for release under SL-5.

6. The volume of topsoil for redistribution (Tasks 102 and 103) on
reduced; the current redistribution volume will be applied over
redisturbed with pond removal and reclamation of the lower portion of the bench outslope.
Liability for topsoil redistribution on 13.1 acres of the West M
under SL-5.

7.Since the release request for the West Mine fan was for Phase I only, and the notifications did
not mention Phase II at the fan site (nor was the area evaluated
bond release inspection and application review), the topsoil replacement costs (Task 104) for
the West Mine fan area will remain in the estimate. There will be no proposed reduction in
liability for topsoil redistribution on the West Mine fan site u-5.

8. Task 109, salvaging topsoil on the OVWM portal bench, has been r
The OVWM slide area is within the 13.1 acres of the West Mine proposed for Phase II release.

9. Task 118, sealing shafts - the Division apparently has already released the OVWM vent and fan
shaft sealing costs, with the exception of the concrete caps, under SL-2. The costs for the caps
for the OVWM vent have been removed from task 118.

There are costs remaining in the currently approved reclamation cost estimate (S-4 update) for
sealing the OVM (East) vent shafts (reference Tasks 118 and 119 of the RN-4 cost estimate,
prior to any bond release approvals). Apparently the sealing costs for the East Mine vent shafts
were not removed with the approval of Phase I bond release on the East Mine (SL-2 and SL-4).
The Division, in its findings for the SL-2 Phase I release, excluded the vent shafts from the
release because they were uncapped. The status of the caps was not discussed in the SL-4
findings. If BRL can provide documentation that the vents were
capping costs for the East Mine will be proposed for release under SL-5; Task 118 would be
entirely deleted.

10. Task 130, revegetation of the East Mine area has been revised to remove reseeding co
(revegetation failure remediation) on 10.2 acres of the ROM area-5.
Task 130 has been separated out to distinguish areas that will have Phase II release (Task 130a)
from those that will not (Task 130).
