New Horizon Mine <br />2. Topsoil <br />During 2014, 98.8 acres were topsoil. Please see Table 1 for topsoil moved during <br />the report year and Table 2 for overall topsoil balance for the mine. Additionally, <br />please see Figure 1 and Exhibit 2014 -3 which denotes the locations topsoil during <br />the report year. <br />Topsoil replacement occurred on the Morgan property during 2014. The topsoil <br />was distributed in accordance with Section 2.05.4(2)(d) of the approved permit. <br />Table 3 denotes topsoil replace depths for 2014 on the Morgan Property. In <br />accordance with Table 2.05.4(2)(d) -1 of the approved permit, no topsoil testing <br />was conducted on the replaced soil as all stockpiles had been previously sampled. <br />Attachment 2 has been included to document the landowner's ability to revise the <br />soil distribution in accordance with their specific needs. <br />3. Seeding <br />In 2014, 24.3 acres were permanently seeded. Some of this permanent seeding <br />occurred on previously reclaimed Dryland Pasture (DP) acreage. Approximately <br />11.6 acres are newly planted in 2014; WFC /Lloyd property. Replaced acres <br />include the Benson West field (12.4 acres from 2007 DP) and 1.3 acres of the <br />WFC /Lloyd DP (2009). Please see Figure 1 and Exhibit 2014 -5 for locations of <br />the areas that were permanently seeded. 18.8 acres were inter - seeded in 2014 due <br />to poor seed germination. These areas can also be seen on Exhibit 2014 -5. <br />Through the end of the year 2014, 526.21 acres have been reclaimed at New <br />Horizon. A total of 349.73 acres have been seeded from 1994 through 2004 and <br />have been in existence for greater than 10 years. 176.78 acres have been seeded <br />10 years or less. <br />Also in 2014, 98.8 acres were seeded with the temporary seed mix #2 (cover crop) <br />on the Morgan property. <br />Table 4 shows the approved seed mixtures for the New Horizon Mine and <br />Attachment 3 contains documentation on specific seed mixes utilized, application <br />rates, and sample of the seed tags used in 2014. <br />4. Soil Fertility Testing and Fertilizer Application <br />Soil fertility testing did not occur on any irrigated cropland at the New Horizon <br />Mine in 2014 due as no permanent planting occurred. <br />Fertilizer was applied to approximately 277 acres of irrigated pastures east of <br />2700 Road and the irrigated reference area in April of 2014.
