February 24, 2015 C- 1981 - 019 /Colowyo Coal Mine RDZ <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />A large portion of the upper end of the West Taylor Fill was inspected from the hill to the east of the fill. <br />No erosion or other problems were identified. Per Marty Stearns, more topsoil is needed on the fill. <br />EXPLOSIVES — Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />Rob Zuber met with Chip Brown, Drill and Blast Supervisor, in his office to check blast logs and discuss <br />Colowyo's procedures related to blasting. He has at least three years of records in his office leading up to <br />2/20/2015. Chargeweight sheets show the pounds per each hole. The records include coordinates of the hole <br />nearest to the nearest residence. <br />Two particular records from year 2015 were reviewed in detail. They both included all of the requirements from <br />Rule 4.08.5. A spreadsheet was used to insure that for each of the two blasts the total weight of the explosives <br />used per hole and maximum weight of explosives used per 8- millisecond period was not exceeded. <br />FISH and WILDLIFE — Rule 4.18: <br />Many elk, deer, and antelope were seen during the inspection. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The following ponds were inspected: East Taylor, West Pit, Rail Loop, Gossard, Prospect, Gulch A, <br />Streeter, and Work Area. The following were discharging: East Taylor, Streeter, Prospect (very small leak <br />through de- watering valve causing ice accumulation in slope drain, flow is not reaching flume), Gossard, and <br />Work Area (small leak through de- watering valve causing ice accumulation in outfall at flume). From these <br />discharging ponds, no sign of pollutants was observed. Other observations regarding the ponds: <br />No problems were observed with any of the embankments of the ponds. <br />Other than the leaks at Work Area and Prospect, no problems were observed with spillways of the ponds. <br />Three sumps along the road to the Taylor ponds were inspected. Sumps 2, 4, and 5 were holding water. The berm <br />north of Sump 5 requires maintenance, and maintenance is recommended near Sump 2. Ditchouts from the road <br />up the valley from the sumps were also inspected (these do not receive runoff from the haul road as the sumps do). <br />There were no signs of sediment loading from the road or sumps onto undisturbed areas near the Taylor Creek <br />Buffer Zone. <br />Above the 2014 construction of the upper reach of the Final East Pit Ditch a sump is in place, and ditches divert <br />runoff to this sump to reduce the quantity of runoff onto recently regraded areas. <br />Number of Partial Inspection this Fiscal Year: 5 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 3 of 9 <br />
