The Colowyo <br />employee who participated in the on- the - ground field inspection was Marty Stearns. Kurtis Blunt and Chip Brown <br />(blasting records) participated in the records check. The weather was clear. The ground was mostly covered with <br />snow, and many areas were not accessible (without walking for miles). <br />In the South Taylor Pit there was significant activity: <br />A truck and excavator operation was moving spoil from the west end of the pit to the north end (the lowest <br />segment). <br />One drill rig was present near the west end of the pit. <br />The highwall miner was producing coal along the eastern wall; it has advanced northward since December. <br />The middle of the pit is significantly deeper than it was in December. A haul truck was in this area, but was idle at <br />the time of the inspection. <br />The 103 dragline was idle, northwest of the South Taylor pit, and the 114 shovel, next to the high wall mining <br />operation, appeared to be idle. <br />AIR RESOURCE PROTECTION — Rule 4.17: <br />Water trucks were seen in operation during the inspection. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The 102 dragline is moving spoil where the Taylor Trib Ditch crosses the old pit road. Dozers are <br />grading the area near the dragline. The "ski jump" (a large runaway truck ramp) has been removed.
