EXHIBIT L <br />PERMANENT MAN -MADE STRUCTURES <br />COUNTY: Kit Carson <br />OPERATOR: CASTLE ROCK CONSTRUCTION Co. OF COLORADO LLC <br />No man -made structures exist in the area designated as the pit. Existing fence lines <br />belonging to Clapper Family LLP (Lessors of the property) do exist to the east of the pit <br />and where the temporary access road meets CRU. These structures are covered by the <br />Lease Agreement on the property. <br />An overhead electric utility line runs east and west on the south side of CRU where the <br />temporary road ties into CRU. Traffic from the operations will cross under this utility. <br />Damage waivers with KC Electric Association, the utility owner, are attached. <br />
