Maintenance of the road is achieved by grading and occasional resurfacing with 3/4" gravel 4 -6" <br />thick to provide a smooth, reliable operating surface. Surfacing materials do not contain toxic or <br />acid - forming components. <br />The landowner has requested the retention of the access road. Its retention is compatible with <br />the approved post mining land use of rangeland and wildlife habitat. Therefore the Division <br />proposes to approve retention of the access road (4.03.2(l)(g)(ii)). <br />The Division does not propose to approve the location of a portion of the access road in the <br />channel of an ephemeral stream. <br />C. Light -Use Roads <br />Several light use roads are at the mine site (see Map 19 in the PAP). The landowner has <br />requested the retention of some of the light use roads, including roads to wells, the service road <br />for the south mine fan installation (Monarch Fan Road), and the road to the Newlin Creek <br />Topsoil Stockpile. This retention is compatible with the approved post- mining land use of <br />rangeland and wildlife habitat. Therefore the Division proposes to approve retention of the <br />access road (4.03.2(l)(g)(ii)). <br />II. Support Facilities <br />Information about the operation plan and surface facilities can be found in Sections 2.05.3 and <br />4.04 of the PAP. No additional surface facilities are planned for construction during this five - <br />year permit term. <br />All of the facilities at the mine site, with the exception of those permitted as permanent, have <br />been removed during previous permit terms. The facilities that have been permitted to remain to <br />support the approved post- mining land use include the truck tunnel. Drainage features, including <br />ponds and associated culverts, are under review to remain as permanent structures (TR -42 for <br />Pond 4 and TR -44 for Pond 5). <br />III. Hydrologic Balance <br />A. Surface Water Quality Standards and Effluent Limitations <br />The Division has approved small area exemptions (SAES) from the use of sediment ponds due to <br />the limited size of the area and due to the fact that the ponds and treatment facilities are not <br />necessary for the drainage to meet the effluent limitations of Rule 4.05.2 and applicable State <br />and Federal water quality standards for receiving streams. SAES are also allowed due to the fact <br />that no mixing of surface drainage with a discharge from underground workings will occur. The <br />SAES are listed in Section 4.05.2 of the PAP. EFCI has submitted all hydrologic calculations <br />and SEDCAD predictions for the SAES permitted both at the mine and loadout sites which can <br />be found in Exhibit 19, Appendix C of the PAP. <br />17 <br />
