for the permit area (2.07.6(2)(1)). <br />14. Specific approvals have been granted or are proposed. These approvals are addressed in <br />the following section, Section B (2.07.6(2)(m)). <br />15. The Division finds that the activities proposed by the applicant would not affect the <br />continued existence of endangered or threatened species or result in the destruction or <br />adverse modification of their critical habitats (2.07.6(2)(n)). <br />16. The Division has contacted the Office of Surface Mining, Reclamation Fees Branch. As of <br />this time, EFCI is current in the payment of reclamation fees required by 30 CFR Chapter <br />VII, subchapter R (2.07.6(2)(0)). <br />Section B - Rule 4 <br />I. Roads <br />There are currently some minor discrepancies in the PAP regarding roads at the Southfield Mine. <br />There is outdated information left in the PAP (Section 4.03) that is qualified with more recent <br />text. In particular, the PAP indicates that a haul road still exists. Also, the terms "access road" <br />and "light use road" are not well differentiated. <br />A. Haul Roads <br />There are currently no haul roads at the Southfield Mine site or loadout. All coal was loaded into <br />highway haulage trucks within the open mine yard which extended to County Road 92. The road <br />to the RDA has been converted to an access road. <br />B. Access Roads <br />Southfield mine has one access road, which extends from County Road 92 to the facility area and <br />to the RDA (on Map 18 it is labeled as a haul road but is in fact an access road). The access <br />road was constructed in 1982 and is maintained in compliance with applicable regulatory <br />requirements. Drainage from the road is captured via a ditch and routed into Sediment Pond 5 <br />through a 30" culvert after passing through the facilities area (see Maps 18 and 20 for culvert <br />location). <br />The road was originally a ranch road that was expanded for use specifically designed for the 30- <br />ton rear dump truck utilized to haul coal refuse. Maximum design speed is 35 MPH, design <br />width is 30 feet, and sustained grade is 10 percent. Configuration for the access road can be <br />found on Figure 23, Volume 1, Section 4.03 of the PAP. Detailed design information for the <br />access road ditch and culvert can be found in Exhibit 19, "Drainage and Sediment Control Plan." <br />16 <br />
