EXHIBIT E Reclamation Plan <br />Reclamation of the South Pit will be integrated into mining operations addressing operational tasks <br />(short term processes, such as visual berm construction) as well as long term aspects such as planting <br />medium and re- vegetation efforts. During mining operations, surface soils and material that will suffice <br />for planting medium will be bulldozed or removed via front end loader and transported to a nearby top <br />soil stockpile with a front end loader. In the phase one area, this pile is currently developed and is <br />located in the central portion of the phase one area. Immediately following each cycle of gravel <br />extraction resulting in product stockpiles that may remain on site for several months or more, the gravel <br />mining face will be pushed down to a 3:1 slope to minimize conditions that may result in material caving <br />or unsafe conditions for personnel on foot or small vehicle. Once sufficient area has been extracted of <br />gravel resource, the pit bottom area will be ripped with a bulldozer (12 "depth prior to application of no <br />less than twelve inches of planting media prior to seed mixture application (mix included below) at <br />28# /acre if broadcast and half that rate if drilled. A clean /straw mulch will be applied (4000# /acre) after <br />seeding and fertilization (according to NRCS recommendations), crimped into the top 4 "from surface <br />with a disk. <br />Reclaim areas will be re- vegetated when a minimum of five acres of mined land are available and not <br />within the area needed for stockpiling and /or truck loading. A minimum of ten acres of reclaimed land <br />area will be completed prior to notification to DRMS that the reclamation work has been completed and <br />the operator is ready to move into the next Phase area. In this manner, the mine operator will commit <br />to limiting active mining area to no more than 10 acres at one time through the life of mine. A USDA <br />seeding mix and fertilizer recommendation report from the original reclamation plan is included with <br />this exhibit. Noxious weed control has been addressed via contact with the Fremont County /Custer <br />County Weed control office in the fall of 2014. Unfortunately, the weed control office could not visit the <br />site prior to cold weather and snow conditions on site that limited assessment of the site for presence of <br />noxious weed species. However, a letter from the Weed Control office is included in this exhibit that <br />commits to performing a complete site inspection and formulation of an appropriate control plan in the <br />spring of 2015. <br />Timetable for Reclamation —South Pit <br />2015 -2020 Phase One ten acres minimum dependent on extraction rate demand <br />2020 -2030 Phase Two acreage and remaining Phase One area not already under reclamation <br />2030 -2040 Phase Three and remaining Phase Two area not already under reclamation <br />I� <br />
