NECC has established one reference area for this purpose. This area is the <br />rangeland reference area located near the former Golden Eagle Mine located on <br />Colorado Parks and Wildlife lands of the Bosque del Oso State Wildlife Area. <br />Correspondence in Exhibit 15 grants NECC the authorization to enter this area for <br />the purposes of vegetation sampling. This area is marked in the field with green and <br />white striped posts. <br />NECC will also evaluate woody plant density for the upland wildlife habitat PMLU <br />and the riparian wildlife habitat PMLU based on the success of shrubs transplanted in <br />the shrub clumps re- established on the reclaimed area. <br />NECC will be evaluating revegetation success using the criteria of vegetation cover, <br />production, diversity and woody plant density. These criteria will be used in <br />evaluating active mining areas. Active mining areas include the refuse disposal area <br />(north of highway 12), the east portal area including disturbances east of the C & W <br />roundhouse. Areas excluded will include the riparian habitat adjacent to the <br />Purgatoire River and the West Portal area. The non -coal waste area located in the <br />West Portal is considered active. <br />The "excluded areas" will be evaluated using cover criteria only. NECC will use <br />20% cover as a standard for erosion control. Revegetated cover will consist of a <br />permanent vegetative cover consistent with the proposed post- mining land use of <br />rangeland. <br />Section 2.05 TR -68 12/10/2014 <br />
