These areas are where either benches or cut slopes exist and will require <br />grading upon final reclamation. <br />The West Portal, refuse and silo areas shown on cross section A -A', B -B', C -C' <br />and E -E' respectively, can be graded to match the surroundings with a balance of <br />earth. The West Portal fan area will require some fill, which will consist of <br />demolition debris from the West Portal Industrial Building, covered with fill <br />material from the slope south of the Industrial Building. The non -toxic cover <br />material required to complete the final reclamation of the Development Waste <br />pile will come from the East Portal bench area south of the coal lab. <br />The post mining cross sections for the substation cut area planned for the rock <br />dustbin, and compressor building are shown in Figure 13a. The area cut material <br />will be relocated to the fill areas at the East Portal, graded and reclaimed to <br />approximate original contours. The West Portal, refuse and silo area have been <br />regraded and reclaimed with the exception of the fan and fan housing. <br />The operational and post mining cross sections for the Bates Portal cut area and <br />haul road are shown in Figure 13b. Fill material to return the area to <br />approximate original contour will be obtained from the material excavated, which <br />is stockpiled in subsoil stockpiles no. 1, 2 & 3. <br />Final grading will be the means by, which natural drainages intersecting the <br />disturbed area will be continued through the area. Map 17 Post Mining <br />Topography and Cross - Sections, shows the drainages that will be established <br />during final grading. Map 13B Post Mining Topography Drainage Basins, shows <br />the associated basins that the drainages will handle. Calculated discharges in <br />these drainages for the 100 -year 24 -hour storm event were provided in Exhibit 19 <br />- Hydrologic Balance of Surface Runoff. Design criteria for these drainages are <br />also provided. The RDA final configuration is shown on Figure 6 Final <br />Configuration and Figure 11 Cross Section A -A' Final Configuration. As <br />requested by the Division, the operator commits to obtaining the flattest possible <br />grades on those areas, which have the potential for flood irrigation. <br />(d) Topsoil Removal, Storage and Redistribution <br />Section 2.05.3(5) provides additional information on topsoil resources at the <br />mine. Topsoil at the New Elk Mine will be stored in stockpiles or acquired from <br />the topsoil borrow area. The location of the these stockpiles is shown on Map 11- <br />Sheet 3 East Portal Facilities and the location of the borrow area is shown on Map <br />16, Surface Disturbance/Post- mining Land Use, West Portal. Topsoil piles will <br />be constructed in an oval shape with the top of the pile leveled. A containment <br />ditch will be constructed around each pile. Topsoil piles will be marked as such <br />and seeded with the approved rangeland seed mix (Reference Table 26). <br />Section 2.05 TR -68 12/10/2014 <br />
