52 <br />period. The purpose for leaving the ponds intact will be to meet the requirements <br />of Rule 4.05.6(9). After vegetation has been established sufficient to control <br />erosion, NECC plans to remove sediment pond 007, pond 001 (mine water pond), <br />pond 6 (prep plant pond) and pond 5(reclaimed). <br />(b) Reclamation Cost Estimate <br />A detailed reclamation cost breakdown is provided in Exhibit 28 - Bonding <br />Calculation, for the New Elk Mine. Costs are provided for removal of all <br />facilities and reclamation of all disturbed areas at the New Elk mine. <br />Structures and Roads Retained to Support Post - Mining Land Use <br />New Elk Coal Company, as the permittee and the surface owner (excluding pond <br />004 and the DWP on lands owned by Colorado Parks and Wildlife), requests that <br />the following facilities and roads will be retained to support post- mining land use. <br />The coal lab and ambulance garage are sound structures and suitable for such post <br />mining uses as an office and storage facility for land management. The two <br />existing river crossings at the New Elk Mine and the roads servicing these <br />crossings will remain in place for landowner access to the south side of the <br />Purgatoire River. The walkway crossing the river near the pumping station will <br />be removed. The flume, located beneath the walkway, a prelaw structure used to <br />implement water rights, will remain. <br />The following roads and their associated culverts will be retained for post mining <br />land use management and fire protection: <br />• The RDA Access/haul road <br />• The main Access Road from Highway 12 to the Coal Lab, <br />• The East Access Road from Highway 12 across the East River Crossing, <br />• The access/haul roads to the West Portal and East Portal permit <br />boundaries. <br />The West Portal access road is also a recorded right -of -way granted to the <br />Division of Wildlife for access to their properties south of the mine property. <br />These facilities are shown on Map 15 Surface Disturbance/Post Mining Land Use <br />East Portal and Map 16 Surface Disturbance /Post Mining Land Use West Portal. <br />(c) Backfilling and Grading <br />Map 17 Post Mining Topography and Cross - Sections, shows the approximate <br />final surface configuration for the New Elk Mine facilities.
