KIRKLAND EQUAL OPPORTUNITY EMPLOYER AND CONTRACTOR <br />C O N S T R U C T O N <br />Permits: <br />The overall extraction operation will be properly permitted with the State of Colorado, Division or <br />Reclamation, Mining, and Safety. (DMRS). <br />All equipment will be properly permitted for operation within the State of Colorado by the Department <br />of Public Health and Environment. All permits will be posted onsite as required. <br />A storm water management permit will be obtained from the State of Colorado Department of Public <br />Health and Environment. <br />Reclamation: <br />Prior to processing operations, existing topsoil will be stripped and stockpiled for use in reclaiming the <br />property once we have completed our activities for this project. <br />Colorado DMRS will require suitable reclamation of the site according to State Law, however, Blue <br />Valley Ranch has imposed even more stringent requirement upon Kirkland Construction. We will be <br />required to provide a 5 year, annual review process and re- vegetation warranty for the reclaimed site <br />following the conclusion of activities. <br />Conclusion: <br />The use of Blue Valley Ranch's resources has already beneftted State of Colorado by allowing <br />Kirkland Construction to provide a bid that able to be funded. Grand County residents will begin to <br />see immediate benefits in the reduction of heavy truck traffic on local roads, and long term benefits in <br />improved safety to both humans and wild life. <br />Blue Valley Ranch has ensured that the long tern effects of extraction operations will be negligible by <br />imposing strict requirements on reclamation and esthetics of the post construction site. <br />The Planning Commissions prompt approval of this permit request is essential to a successful project <br />for the community and the State of Colorado. <br />We look forward to collaborating with you further in the coming days as we work together to move the <br />permitting process forward. <br />Respectfully <br />Kirkland Construction <br />Baxter W.
