Though the total seed rate of 62.7 plus or minus <br />seeds /sqft/pls is appropriate having 80% of it Smooth Brome suggest that the reclaimed area will not have <br />an effective and divers vegetative cover. Please submit the NRCS report that indicates this is <br />recommended or acquire a new recommendation and adjust the plan as necessary. <br />Attached is a revised seeding recommendation from NRCS. <br />11. In the paragraph titled Grasses in the attached 2008 Exhibit E Reclamation Plan, it states that if the <br />seed is broadcast the amount will be increased by 75 %. The Division recommends doubling the seed rate <br />for broadcast seeding. Please commit to increasing the seed rate by 100% if broadcast seeding is utilized. <br />We will commit to double the seeding rate if the seed is broadcast. <br />12. In the paragraph titled Reclamation Plan in the attached 2008 Exhibit E Reclamation Plan, it states <br />that there are sufficient amounts of topsoil so the mined area can be re- soiled to a maximum depth of 10 <br />inches overall, but also states this will only be done if the material is available. The Applicant should <br />replace topsoil to depth that at least meets the existing topsoil depth. Please commit to replacing topsoil <br />to a depth of 10 inches, or specify and demonstrate the anticipated minimum depth or range of depth for <br />the reclaimed areas of the site. <br />The Yuma County Soil Survey indicates that the three soils found in the pit site typically range <br />about 10 inches in the top layer of soil. We will commit to stockpiling all of the topsoil available as <br />each area is mined. We will replace all the stockpiled top soil over the entire pit as reclamation <br />occurs. Since topsoil depths vary, we cannot state that this will be precisely 10 inches. It will, <br />however, be all the topsoil. <br />13. In the paragraph titled Reclamation Timetable in the attached 2008 Exhibit E Reclamation Plan, it <br />states if the seed mixture and rates are modified the Division will be notified in the next annual report <br />after the change is made. Please be aware that any changes in seed mixtures or application rates must first <br />be approved by the Division through the submittal of a Technical Revision, prior to implementation. <br />We are committing to use the new seeding plan and rates as recommended by NRCS.
