RE: Technical Revision request for Star Water Resource, Permit # M- 1977 -522 <br />staging area. It covers approximately 3.16 acres between the reservoir on the west and the backfilled <br />area on the east. Future owners can use this area as an equipment parking and staging area and to <br />stockpile material needed during the development of the reservoir. This area has been graded and <br />graveled using pit run material to prevent erosion. <br />Change #2 <br />This change proposes to include three possible future reservoir facility development envelopes around <br />the reservoir, within which future owners can start reservoir development as soon after purchasing the <br />property as possible. The northeast development area will cover approximately 1.37 acres. The <br />southeast area will cover approximately 1.44 acres, and the southwest area will cover approximately 2.29 <br />acres. These three areas would be used by future owners /developers to install improvements needed for <br />operation of the reservoir (such as pump stations, bank armoring for outlets and inlets, etc.). <br />The current operator, L.G. Everist, is just including this information about possible future development <br />areas in case the property is sold prior to release from the DRMS permit, and in case the future owner <br />wants to get started on the reservoir development immediately (i.e. prior to complete permit release). <br />At this time, these areas have been reclaimed by seeding the non -road areas and grading and graveling <br />the road areas. <br />Change #3 <br />The original Reclamation Plan - Option B, which was chosen by the operator during the adequacy <br />period, explained that there was potentially enough excess material in the west lake area to backfill all of <br />the post -1981 water surface area in the east lake, leaving only approximately 6.10 acres of pre -1981 <br />water surface. As a reminder, the approximately 6.10 acres of pre -1981 water surface was based on the <br />amount of lake area exposed on September 2, 1980, as shown on the photos we provided during the <br />amendment process. <br />Unfortunately, there was not enough excess material in the west lake area to backfill the east lake to its <br />approximately 6. 10 acres of pre -1981 water surface area. So, the operator backfilled as much as <br />possible and is leaving a total of approximately 8.28 acres of water surface in the eastern parcel. This <br />results in approximately 2.18 acres of post -1981 water surface being exposed in the east lake area. L.G. <br />Everist has already submitted (in January-2015) an amendment to their approved Division of Water <br />Resources' Substitute Water Supply Plan to cover the evaporative losses for the approximately 2.18 <br />acres of post -1981 water surface exposed in the Eastern Parcel. <br />Figure E - Reclamation Plan Map (As- Built) shows the groundwater lake area which is to remain in the <br />eastern parcel, based on the September -2014 lake elevation. We have shown the pre -1981 and post - <br />1981 areas in different colors. The light blue area is the approximately 6.10 acres of pre -1981 lake area, <br />and the dark blue area with wavy lines is the approximately 2.18 acre post -1981 area. <br />Change #4 <br />This change proposes to add a 0.2 acre area of bank armoring on the southern end of the Seeley Lake <br />Overflow Ditch, to protect the outflow pipe section of bank from eroding.
