February 25, 2015 C -1981- 035 /King Coal Mine MLT <br />• The volume of coal stockpiled at the two stack tubes has increased (Photos 3 and 4) beyond <br />what was observed in January. Due to the snow, trucks were unable to haul for two days, but <br />the mine continued to produce coal during that time. <br />• Miscellaneous materials were stored neatly on the yard area south of the silos (Photo 5). <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• The permit area, including the ponds and ditches, were covered with a fresh blanket of snow <br />that was several inches thick. <br />• The ditch segment running south from the Scale House at King II had been regraded with a <br />mini - excavator (Photo 6) since the previous inspection. <br />• BMPs installed next to the cattle guard at the entrance to King 11 were in good repair, and <br />were serving to trap sediment derived from runoff on the Haul Road (Photo 7). <br />• Dilapidated silt fence observed previously on a slope beneath the belt portal bench had been <br />removed. (The silt fence was installed as a temporary measure during construction of the <br />bench and was not required by the permit.) <br />• The East Clear Water Diversion Ditch collects runoff from undisturbed areas west, north and <br />east of the King II topsoil stockpile (Photo 8). <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br />4.06.4: <br />The King II topsoil stockpile (Photo 8) was viewed from the landing atop Stack Tube 92. <br />The pile has good vegetative cover, and the resource is protected from loss by the presence of <br />an earthen berm. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 6 <br />Number of Complete Inspections this Fiscal Year: 3 Page 3 of 7 <br />
