but does not address the hydrologic conditions of the reclaimed reservoir. Please provide
the Division with the results of any hydrologic investigations which have been conducted.
DRMS has been provided with a water storage feasibility analysis conducted by Brierley and
Associates.
23. The proposed post- mining land use includes developed water resource. As such, the
Division requests information on how water will be conveyed in and out of the reservoir.
The Reclamation Plan does not indicate where the inlet and outlet facilities will be located.
Please provide the Division with the general location of these structures and identify them
on the Reclamation Plan Map. Also, provide the Division with design specifications of any
inlet and outlet facilities. If the location of these structures needs to be changed in the
future, it can be done through a Technical Revision to the permit.
The anticipated reservoir inlet and outlet locations are shown on Map F. These structures will
likely either be armored channels to direct overland flow to and from ditches, or pipe structures
entering and exiting the reservoir. The specifics of these structures will be determined closer to
the time of the operation of the water reservoir.
24. The Applicant has indicated the seed mix to be used during final reclamation of the
site is from the originally approved application. The Division conducted a file review and
found that the currently approved seed mix was submitted with Amendment No. 2. The
currently approved seed mix contains three additional grass species which are not included
in the submitted seed mix. The Division recommends using the currently approved seed
mix as it contains a greater diversity of native species. A copy of the approved seed mix has
been enclosed with this letter. Please respond.
The seed mix on page E -3 has been revised to match the NRCS recommended mix from the
currently approved permit.
25. Please specify the type, rate and application method for mulching on reclaimed
areas. In addition, please provide a justification for not using mulch on the vegetation
islands.
Hydromulching will be used on all revegetated areas, including the vegetation islands, at a rate
of 2,000 lbs per acre.
26. Table E -1 of the Reclamation Plan specifies that the undisturbed areas will account
for 62.61 acres of the 271.61 acre permit area, or that 209 acres would be affected.
However, the Introduction Section of the Application states the undisturbed or affected
area is 210 acres in size. Please clarify if the disturbed area will account for 209 or 210
acres and make the necessary changes to the application.
There will be 209 acres of disturbance area at the Ralston Quarry. The introduction section of the
application has been corrected to match the rest of the narrative.
