6.4.9 Exhibit I — Soils Information
34. The proposed Reclamation Plan calls for salvaging basalt fines for use as topsoil
during final reclamation. Please specify if any soil testing has been conducted to determine
amendment requirements and if so, provide the Division with the results of the soil test.
Otherwise, the Division will include a cost for amendments in the financial warranty
calculation as it is expected that the fines will need to be amended in order to successfully
establish vegetation in the reclaimed areas.
Basalt fines will not be used as part of topsoil replacement during final reclamation. All topsoil
will be the screened topsoil material readily available on site. This material is an effective growth
medium, and no testing or amendments are needed. Exhibit E has been revised to reflect this.
6.4.12 Exhibit L — Reclamation Costs
35. The Applicant has provided a cost estimate for structures at the Ralston Quarry. In
order to accurately estimate the cost to remove the structures the Applicant must provide
the Division with the dimensions (of superstructure, foundation and footings) and type of
material used to construct shop buildings, scales, asphalt plant, fuel tanks, conveyors and
any other structures on site that will need to be demolished and removed during final
reclamation of the site.
Information on the permanent structures and their demolition can be found in the revised Exhibit
L attached to this letter.
36. The Applicant has indicated an asphalt parking lot will need to be removed upon
final reclamation of the site. Please specify the size of the parking lot and any other paved
areas within the permit boundary which will need to be reclaimed.
The parking lot on site is 10,000 square feet. Exhibit L has been revised to include the cost of its
removal.
37. The Division is currently reviewing the financial warranty calculation. The final
bond calculation will be provided to the Applicant once all of the adequacy issues have
been addressed.
Noted.
11
