Box 580 <br />Rye, CO 81069 <br />Re: Kirkland Construction, L.L.L.P., Blue Valley Pit, File No. M- 2015 -008, Receipt of Special <br />111 Construction Materials Reclamation Permit Application Package - Incomplete <br />Mr. Kirkland: <br />On February 20, 2015, the Division of Reclamation, Mining and Safety (Division /DRMS) received <br />the 111 Special Operations Reclamation Permit Application package for the Blue Valley Pit, File <br />No. M- 2015 -008. Preliminary review of the information received determined the following items <br />must be received before the Division can consider the application as being submitted and <br />technical review can begin: <br />6.2.1(2) General Requirements of Maps and Exhibits <br />1. Rule 6.2.1(2) requires maps be signed by a registered land surveyor, professional engineer, <br />or other qualified person. Please submit signed copies of the Exhibit E maps. <br />2. Rule 6.2.1(2) requires maps be prepared at a scale that is appropriate to clearly show all <br />elements that are required to be delineated by the Act and Rules. The acceptable range of <br />map scales shall not be larger than 1 inch = 50 feet nor smaller than 1 inch = 660 feet. The <br />map scale produced by the Google Earth is not at the proper scale. Please submit copies of <br />the Exhibit E maps with an acceptable map scale. <br />6.3.1 Exhibit A - Legal Description <br />3. Rule 6.3.1(1) states the legal description shall be by, township, range and section, to at least <br />the nearest quarter - quarter section. The Applicant provided a legal description to the nearest <br />quarter section only. Please provide the legal description to the nearest quarter - quarter <br />section.
