essentially the same processing that the Federal Mill uses, is non - hazardous and could be <br />disposed of in a municipal land fill. The relevant section of the ROD is attached hereto. <br />There are no natural streams or intermittent water flows near the site. Russell Gulch, an <br />intermediate stream, lies about 800 feet to the north and should not be affected by this operation. <br />The affected area will be isolated by the use of silt fences and wattles to control runoff and run - <br />on of stormwater. These silt fences and wattles will be installed before the removal of the dump <br />material commences, and will be inspected daily for damage during operations. During periods <br />of inactivity in excess of one week the disturbed face of the dump will be covered with a plastic <br />membrane to divert potential stormwater from contacting the disturbed material, and the <br />stormwater controls will be inspected and maintained as required. <br />The area under primary consideration for renewed mining is the easternmost 500 feet of the <br />historic mine dump of the Richardson Claim. No more than one acre of disturbance is <br />contemplated during this operation. Virtually all of the proposed disturbance area is already <br />covered with mine dump material. Only a few aspen and pine trees currently vegetate the area of <br />proposed disturbance. They will be removed. On -site reclamation will be performed in <br />accordance with the attached Reclamation Plan. An approved reclamation bond will be posted <br />with the Colorado Mined Land Reclamation Board prior to commencement of mining activities. <br />Dust and noise will be kept to a minimum. No road widening nor other road improvements shall <br />be made during the primary mining phase. All Gilpin County zoning and mining regulations and <br />ordinances will be followed. <br />Miners will be trained under MSHA regulations, and taught hazard recognition and avoidance. A <br />safety program, consisting of training, meetings and inspections will be implemented. It will <br />include Material Safety Data Sheets for all fuels and other materials that may be stored and used <br />on the site. The operator will abide by all MSHA regulations for fluid and material storage. <br />The vehicles and machines will require diesel and unleaded fuel, motor oil, hydraulic fluid, <br />antifreeze, grease, water and windshield fluid. Haul truck maintenance will be done off -site. <br />An Emergency Notification Plan will be posted at the mine. In the event of an injury or <br />chemical spill, all personnel will be taught to call 911 first, then MSHA within 15 minutes. The <br />Gilpin County Sheriff's Department and Central City Fire Department/Ambulance Authority will <br />be first responders to a 911 call. Since no planned underground activities are contemplated no <br />Mine Rescue team coverage is not required for this project. <br />
